Polyarchy


A polyarchy is a technical term first coined by Robert Dahl. It refers to a political system that somewhat resembles an ideal democracy, yet isn't entirely or close to entirely responsive to all its citizens. A polyarchy resembles a democracy because it is both inclusive and liberal but differs because, in practice, its citizens don’t get equal say in the decisions that affect them. A polyarchy is similar to an oligarchy in that it is ruled by three or more people, however while an oligarchy embraces liberalism it acts against inclusiveness.
